Anyone who cares about vehicle safety can ask the Secretary of Transportation to start making a safety rule or to decide on an order about vehicle safety. The request must say the facts showing the rule or order is needed and must describe the action wanted. The Secretary can hold a public hearing or investigate. The Secretary must decide within 120 days. If the request is approved, the Secretary must start the process quickly. If denied, the Secretary must publish the reasons in the Federal Register.
