Defines key words used in this chapter. Automobile has the same meaning as in section 32901(a) of this title. Certificate of title is a document a State issues that shows who owns an automobile. Insurance carrier is a person or company that underwrites automobile insurance. Junk automobile is a vehicle that cannot operate on public roads and is only worth parts or scrap. Junk yard is a business that buys or owns junk automobiles to sell whole or for parts, or to rebuild, restore, or crush them. Operator is the person or entity who runs the National Motor Vehicle Title Information System under section 30502(b) of this title, or the Attorney General if none is designated. Salvage automobile is one damaged by collision, fire, flood, accident, trespass, or other event where the salvage value plus repair cost to make it roadworthy exceeds its market value before the damage. Salvage yard is a business that buys or owns salvage automobiles to sell whole or for parts, or to rebuild, restore, or crush them. State means a State of the United States or the District of Columbia.
