States cannot make or enforce laws that stop commercial trucks covered by these federal rules from having reasonable access between the Dwight D. Eisenhower Interstate System (except segments exempted under sections 31111(f) or 31113(e)) and other Federal‑aid Primary System highways designated by the Secretary of Transportation, or between those roads and terminals, places for food, fuel, repairs, rest, and loading/unloading for certain carriers. States and local governments may still set reasonable safety rules for truck tractor‑semitrailer combinations when the semitrailer is not more than 28.5 feet long and usually operates as described in section 31111(c).
