Dealer: a person who sold at least 5 vehicles in the prior 12 months to buyers for use. Distributor: a person who sold at least 5 vehicles in the prior 12 months for resale. Leased motor vehicle: leased ≥4 months by a lessor who leased ≥5 vehicles in the prior 12 months. Odometer: device that records miles driven, not a driver-resettable trip meter. Repair/replace: fix or swap odometer parts so it works. Title: state document showing ownership. Transfer: change of ownership by sale, gift, or other means.
