Manufacturers must tell the Secretary of Transportation if they expect to meet the fuel-economy standard for each model year. They must say what steps they have taken or plan to take to meet the standard and give any other information the Secretary requires. Reports are due during the 30 days before the start of each model year and again starting on the 180th day of the model year. If a manufacturer finds its planned steps won’t be enough, it must report extra steps it will take and say whether those steps will ensure compliance. This reporting rule does not apply when the maker is under an alternative fuel-economy standard. Under rules set by the Secretary or the EPA Administrator, manufacturers must keep records, run tests, make reports, and provide requested items and information. An authorized official who shows proper ID may inspect cars and records at a reasonable time and in a reasonable way. A U.S. district court can order a manufacturer to follow these rules and can punish someone who disobeys that order as contempt of court.
