The Secretary of Transportation must make a vehicle theft-prevention rule that follows the rest of this chapter. The rule will cover covered major parts that car makers put into passenger vehicles in lines named as high-theft lines under section 33104, and it will also cover major replacement parts for those parts. The rule can apply only to parts put into vehicles with a model year after the calendar year the rule starts, and to replacement parts made after the rule starts. The rule must be practical and use clear, objective tests. For parts installed by the maker, it cannot demand more than one form of identification. For replacement parts, it cannot require ID for parts not meant to replace a required major part, and it can only require a maker’s symbol and a common symbol showing the part is a major replacement. The Secretary cannot force people to keep records or file reports except as allowed in sections 33104(c), 33106(c), 33108(a), and 33112.
