§33102 Theft Prevention Standard for High Theft Lines

Summary

The Secretary of Transportation must make rules setting a vehicle theft-prevention standard. The rules must cover major parts that manufacturers put into passenger cars that are in lines named as high-theft under section 33104, and they must cover major replacement parts for those parts. The rules can only apply to parts installed in cars with a model year later than the calendar year the standard starts, and to replacement parts made after the standard starts. The standard must be workable and use clear, objective criteria. The rules cannot force a manufacturer-installed major part to have more than one ID. For major replacement parts, the rules cannot require ID on parts that are not made to replace a required major part, and they cannot force markings except a maker’s symbol and a shared symbol showing it is a major replacement part. The Secretary cannot order people to keep records or file reports except as allowed in sections 33104(c), 33106(c), 33108(a), and 33112.
