A certificate given under section 41102 can only be transferred if the Secretary of Transportation approves it as serving the public interest. When a transfer is approved, the Secretary must tell the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure that the transfer is in the public interest and include a report on how it affects each carrier’s viability, competition in the domestic airline industry, and the United States’ trade position in international air transportation.
