To get and keep a U.S. certificate to operate as an air carrier, a citizen must file an approved insurance policy or an approved self-insurance plan. That coverage must pay, up to the policy amount, for injuries, deaths, or damage to others caused by operating or maintaining the aircraft. The Secretary may also require a performance bond or similar security, in amounts the Secretary sets, to protect passengers and shippers if the carrier fails to provide the agreed transportation.
