To get a permit under section 41302, a person must send a written application to the Secretary of Transportation. The Secretary will require the application to be signed or verified, use a required form and include certain information, be given to interested people, and include proof that those people were notified. After filing, the Secretary will post a notice, notify others as rules require, and let interested people file support or objections. The Secretary must decide as quickly as possible. The Secretary may add conditions to the permit for providing foreign air transportation if those conditions are needed in the public interest.
