Allows airlines and foreign air carriers to give free or reduced-price foreign airline tickets when they follow rules set by the Secretary of Transportation. It covers eight types of situations, including company directors, officers, employees (and retirees who get retirement pay), their parents and close family, families of employees who died from on-the-job injuries, witnesses or lawyers in legal matters involving the airline, people hurt in a crash and their caregivers, families traveling for a crash-related reason, people or supplies sent to help in epidemics or other emergencies, and other cases the Secretary allows. Airlines may also offer reduced-price tickets when space is available to four groups: ministers, people 60 or older who are not working, people 65 or older, and people with severe vision, hearing, or other disabilities plus an attendant they need.
