The Secretary of Transportation must decide the exact form of records air carriers must keep, including records about traffic movements, money received and spent, and how long to keep them. Carriers may keep only the approved forms, but they can keep extra records if those extras do not harm the official records and are not an unreasonable financial burden. The Secretary can inspect a carrier’s land, buildings, equipment, and required records when needed to decide fitness under subchapter II or sections 41102, 41103, or 41302, and can hire special agents or auditors to do those inspections.
