Stops states and local governments from making rules about an airline’s prices, routes, or services for air carriers that can offer air transportation. "State" means any state, the District of Columbia, or a U.S. territory or possession. There are some limits to that ban. It does not apply to flights entirely inside Alaska unless the carrier has a special federal certificate. A state or local government that owns or runs an airport can still act like an owner. The rule also covers carriers moving property by air or by truck, but it does not take away a state’s power to enforce motor-vehicle safety, route limits based on size, weight, or hazardous cargo, or rules about insurance for motor carriers. The rule also does not apply to household goods. These exceptions do not change the main ban on state rules about airline prices, routes, or services.
