Airlines that run scheduled passenger flights must send the Secretary of Transportation a monthly report whenever an animal is lost, hurt, or dies while the airline is caring for it. The Secretary will set the report form and required details. The Secretary must work with airlines to improve worker training and how passengers are told about animal travel rules, make a written agreement with the Agriculture Secretary to share the reports, and publish the incident and complaint data like other consumer data. "Air transport" of an animal means the whole time the animal is in the airline’s care, from check-in before departure until it is returned to its owner or guardian at the final destination.
