The Secretary of Transportation must make rules that ban people on scheduled passenger flights from making voice calls using mobile communications devices while the plane is in flight. The ban does not apply to on-duty flight crew, on-duty flight attendants, or federal law enforcement officers working in an official role. The law defines "flight" as the time from takeoff until landing. It defines "mobile communications device" as any portable wireless equipment used to send or receive voice, and it does not include a phone that is built into the airplane.
