Requires scheduled passenger and cargo flights to link eligible small places with hub airports using set distance rules. If an eligible place is less than 650 miles from a medium or large hub, service must go to that hub (unless the airport or place is in a noncontiguous State). If the place is in Alaska or the nearest medium/large hub is more than 400 miles away, service may go to a small hub or nonhub. Service must give at least two round trips a day, six days a week, with no more than one stop (not in Alaska). In Alaska, service must match 1976 levels or be two round trips a week, whichever is greater, unless the Secretary of Transportation and Alaska agree otherwise after talking with the community. Flights must be timed so people can make connections and fares must not be excessive. Planes should have two engines and two pilots unless such aircraft haven’t served the place for 60 consecutive operating days at any time since October 31, 1978. The Secretary may temporarily waive these rules or similar parts of section 41734 if an eligible place asks.
