Gives simple meanings for important words used in this part of the law. air carrier — an airline that holds a federal certificate to operate; aircraft purchase — buying commercial transport planes and the usual spare parts; capital reserve subsidy amount — the budgeted amount that covers the government’s long‑term estimated cost of a federal loan or guarantee, calculated under the Federal Credit Reform Act of 1990; commuter air carrier — an airline that mostly flies planes with 75 seats or fewer on published schedules; Federal credit instrument — a secured loan, loan guarantee, or line of credit allowed here; financial obligation — any note, bond, debenture, or other debt made to finance an aircraft purchase, except a federal credit instrument; lender — a non‑Federal qualified institutional buyer under SEC Rule 144A, including certain qualified retirement and governmental plans; line of credit — an agreement to provide a direct loan later if certain events happen; loan guarantee — the Secretary’s pledge to pay all or part of a loan’s principal and interest; new entrant air carrier — an airline in scheduled service for less than 5 years, or one that has authority but hasn’t started service; obligor — the party mainly responsible for paying a federal credit instrument (it may be a business or government entity); regional jet aircraft — a jet plane built for between 30 and 75 passengers; secured loan — a direct loan made by the Secretary to help buy an aircraft; underserved market — a passenger market the Secretary defines that is served by a nonhub or small hub airport, is more than 40 miles from any airport that has at least .25 percent of U.S. annual boardings, and that the Secretary decides lacks enough air service.
