The FAA Administrator must set up and keep a process so private aircraft owners or operators can ask that their plane’s registration number and other identifying data not be widely shared for their noncommercial flights. Required physical markings on the aircraft still must be shown. Information can still be given to or from government agencies under a government contract, subcontract, or agreement, including for traffic management. Not later than 2 years after the enactment of this Act, the FAA must also make a way for private owners to request that the FAA withhold their personally identifiable information from broad public display, including on FAA websites. The FAA must run a program for owners to apply for a new ICAO aircraft identification code; applicants must state a safety or security need and, if approved, must follow part 45 of title 14, including updating an aircraft’s registration number and N–Number. ADS–B means automatic dependent surveillance-broadcast. ICAO means the International Civil Aviation Organization. Personally identifiable information means a person’s mailing or registration address, an electronic address (such as email), a telephone number, and the owner’s or operator’s name if that person is an individual.
