American aircraft — a U.S. civil aircraft or one owned, chartered, or made available to the U.S. Government, a State, D.C., a U.S. territory or their local governments. Insurance carrier — a person or company allowed to sell aviation insurance in a State, including mutual, stock, and reciprocal insurers.
