The FAA Administrator can give grants to colleges and nonprofit research groups to do aviation research. The grants pay for developing tools and methods to find and stop defects, failures, or malfunctions in aircraft and their parts (like engines, propellers, and appliances) that could cause a catastrophic loss of the aircraft, and to set up centers of excellence to keep the work going. The Administrator must create a process to announce the grants, take applications, review proposals, and pick projects that have enough merit and are relevant to this research.
