The FAA Administrator must answer the National Research Council’s findings about air traffic control automation and act on its recommendations. The Administrator must also work with airlines and university aviation programs to make training that fixes key safety problems. These include helping pilots recover from loss of control (like strange attitudes or mechanical failures), stop deviating from standard procedures (including bad reactions to emergencies and hazardous weather), keep correct altitude and position to avoid flying into terrain, and improve landings and approaches (including nonprecision approaches and go-arounds). The FAA must set up a test program with air carriers to try model Jeppesen approach plates or similar tools to make certain approaches more like precision approaches. Not later than 1 year after enactment, the Administrator must send a report to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House about progress encouraging advanced qualification programs. Advanced qualification program: an alternative way to qualify, train, certify, and ensure the skill of flight crews and other commercial operations staff covered by parts 121 and 135 of title 14, Code of Federal Regulations.
