Keep the Advanced Materials Center of Excellence running and decide whether to award it a grant within 90 days after the FAA grants officer recommends the award. The Center must do applied research and training on using composites and other advanced materials safely in airplane structures. It must study crash worthiness, passenger safety, and safe air travel for people with disabilities, including materials for safe wheelchair restraint systems. The Center must work with member universities, the FAA, aircraft makers, airlines, suppliers, and other stakeholders. It must research structural materials and technologies (like metals, ceramics, carbon-fiber and thermoplastic composites, additive manufacturing, and related long‑term durability and high‑temperature behavior), improve safety and certification of structures and additively manufactured parts, and study issues needed to move all passengers safely (modeling, testing, operations, and training). Up to $10,000,000 may be spent each year for fiscal years 2021 through 2023 from amounts appropriated under section 48102(a); those funds remain available until spent.
