Secretary of Transportation must make a plan and start working with federal agencies and national and international communities to set permanent Arctic areas where drones may operate 24 hours per day for research and commercial use. The plan must include ways to allow safe beyond‑visual‑line‑of‑sight flights and let drones fly over water from the surface to at least 2,000 feet, with routes to and from coastal launch sites. The Secretary may enter agreements to carry out the plan. Within 1 year after a needed agreement takes effect, the Secretary must work with those communities to create a process to approve drone use in the designated Arctic areas for public, civil, or model aircraft, and may use an existing approval process if it fits.
