Within 6 months after the law is enacted, the FAA Administrator must set up an official credentialing authority called ASSUREd Safe under the Center of Excellence for Unmanned Aircraft Systems. ASSUREd Safe must work across the United States and with U.S. allies and partners. It will provide online and in-person standards, training, and testing for first responders using drones in emergencies; create common communications, operational, and reporting rules for civilian, military, and international partners; and develop any other related standards the FAA head finds appropriate. The FAA must make sure the UAS Center of Excellence coordinates with NIST and FEMA on creating and running ASSUREd Safe.
