The head of the Transportation Security Administration (TSA) must make rules that require airlines — domestic or foreign — to refuse to carry a passenger who will not allow a search under section 44901(a) to check for weapons, explosives, or other dangerous items, and to refuse property if its owner won’t allow that search. Under TSA rules, airlines may also deny transport of any person or item they decide might threaten safety. By agreeing to be carried, passengers and shippers accept these search rules; refusing a required search can mean you will not be transported.
