When the TSA tells the Secretary of State that a foreign airport is unsafe and does not have effective security, the Secretary must immediately issue a travel advisory for that airport and make the advisory public. If the Secretary also decides the country is a high terrorist threat, the President must suspend aid under the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) and the Arms Export Control Act (22 U.S.C. 2751 et seq.) to that country. The President can waive the suspension only if he decides it is needed for national security or a humanitarian emergency and reports that decision to Congress. These steps stay in place until the TSA Administrator officially says the security issue is fixed and notifies Congress.
