The Administrator of the Transportation Security Administration must create a performance management system to make the agency work better. It will set goals for the organization, managers, and employees that match the agency’s performance plan. Each year the Secretary of Homeland Security and the TSA Administrator must agree on goals for the Administrator. Each year the Administrator must make goal agreements with senior managers and with other employees hired under the Administrator. When using contracts to carry out the Aviation and Transportation Security Act (Public Law 107–71), the Administrator must, when practical, maximize performance-based service contracts that follow Office of Federal Procurement Policy guidance.
