Makes it a crime to forge, alter, sell, use, or possess fake aircraft registration documents or to put false nationality or registration markings on aircraft that are not used to carry passengers or cargo for hire. A person can also be punished for getting a registration by fraud, knowingly operating or letting someone operate an aircraft that is not registered or whose registration is suspended or revoked, serving or hiring someone as an airman without the proper airman certificate, or using an aircraft with a fuel tank or fuel system that was installed or changed in ways that break FAA rules. The basic penalty is a fine, up to 3 years in prison, or both. If the crime is related to transporting a controlled substance (as defined under 21 U.S.C. 802) or helping with such a drug crime that is punishable by death or more than one year in prison, the penalty can be a fine, up to 5 years in prison, or both. Any prison time under that drug-related rule must be added on top of other prison terms, not served at the same time. The DEA Administrator or the U.S. Customs and Border Protection Commissioner can seize and forfeit an aircraft used in these violations, even if no one is charged. The law treats use as related to a violation when there are clear signs, such as forged or altered registration papers, false external registration marks, registration to a fake person or an application with a material false statement, operation when the aircraft was not registered, or a fuel tank/system installed or altered without FAA approval or without the required certificate on board. The FAA, DEA, and Customs must agree to written procedures to carry this out. States are also allowed to make similar criminal penalties and allow seizure or forfeiture for the main registration and marking frauds.
