Makes it a crime to knowingly fly an aircraft that is not used to provide air transportation and break FAA rules about navigation or anticollision lights when the person is also knowingly transporting or helping move a controlled substance tied to an offense punishable by death or by more than one year in prison (not simple possession). If convicted, the person can be fined under Title 18, jailed for up to 5 years, or both.
