Defines which flights and acts are covered by U.S. law about crimes on airplanes. "Aircraft in flight" means from when all outside doors are closed after boarding until a door is opened for passengers to leave, or after a forced landing until authorities take charge of the plane, people, and things. "Special aircraft jurisdiction of the United States" covers several kinds of planes in flight, including U.S. civil and military aircraft, any plane while in the United States, certain foreign planes tied to U.S. flights or that land in the U.S. with an offender on board, and planes leased without crew to a U.S. business or resident. "An individual commits an offense" means using threats or force to take or try to take control of a plane, or helping someone who does.
