The Secretary of Transportation must make sure people are not left out of activities paid for by these grants because of race, religion, color, national origin, or sex. The Secretary must write rules to enforce this, and those rules should be similar to the rules under Title VI of the Civil Rights Act of 1964. This requirement is in addition to Title VI. The law allows giving hiring preference to Indians who live on or near a reservation for work on projects at an airport sponsored by a tribal government or at an airport on a reservation. A State may do the same for nearby projects. The Secretary must consult tribal governments and work with States. "Indian tribal government" means what section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act says.
