The Secretary of Transportation may run or pay for pilot projects to make it easier to reach airline terminals by ground. The Secretary can do these projects directly or use grants or contracts, including agreements with other federal departments or agencies. Priority goes to projects that link an airport terminal to a nearby, operating regional rapid transit system, follow a regional airport plan sent to the Secretary, and improve access for people who live or work in the region while encouraging balanced use of the region’s airports.
