The Secretary of Transportation must take charge of, run, protect, keep up, and improve airport and airway property located outside the continental United States. The Secretary of Commerce must do the same for weather (meteorological) facilities. They may change the property for civil aviation use, lease it for no more than 20 years, make contracts or provide services, charge reasonable fees for aeronautical services, and buy interests in property. Money from sales or fees that the Secretary says equal the cost goes back to the same funding account; any leftover goes to the U.S. Treasury as miscellaneous receipts. When practical, the Secretaries should ask other federal agencies to provide needed facilities or services and pay them back. The rules in 41 U.S.C. 6101(b)–(d) do not apply to leases or contracts made under this law.
