The Secretary of Transportation must talk with the EPA Administrator and other federal, state, and interstate agencies and then make rules. The rules must set one consistent way to measure airport noise that matches predicted noise to how people react and is used the same at airports and nearby areas, set one system to determine individual noise exposure (loudness, how long, how often, and when), and identify what types of land use are normally compatible with different noise levels.
