The federal government must run a national plan to control airplane noise so airports can handle more flights. Local noise complaints have led to different rules in different places that could harm the national air system. The plan must take local views into account. Quieter new aircraft and money from fees can help reduce community noise. Federal money, including funds from a passenger facility charge, can be used to fight noise and to increase airport capacity. Money the federal government controls to fix noise issues also comes with a duty to support the national airport system. Before airports can charge a passenger facility charge, the Transportation Secretary must write rules to review noise and access limits for stage 2 and stage 3 aircraft.
