By July 1, 1991, the Secretary of Transportation must create a national aviation noise policy. The policy must follow the rules in this part, include phasing out and not adding stage 2 aircraft, and set dates and reporting rules that match laws in effect on November 5, 1990. The policy must rest on a detailed economic study of effects on carrier capacity growth, passenger and air cargo competition, service at small and nonhub communities, and new airlines entering the market.
