When the Secretary of Transportation sends a funding proposal under section 274(c) of the Air Traffic Management System Performance Improvement Act of 1996, the Senate must have an implementing bill introduced within 15 days, not counting days the Senate is not in session. The majority leader (for himself and the minority leader) or Senators they choose must introduce the bill. That bill goes to the Committee on Commerce, Science, and Transportation, which must report it with recommendations within 60 days after introduction. After that, the bill is sent to the Committee on Finance for 60 legislative days. Implementing bill — a Senate bill made to carry out one or more FAA funding proposals that need changes to law or new legal authority. Funding proposal — a plan to provide interim or permanent money for FAA operations. These procedures are part of the Senate’s rules and can be changed by the Senate like any rule.
