The Secretary of Transportation must provide money, technical help, and advice to support projects that: convert at least 3 rail passenger terminals into intermodal transportation hubs; preserve terminals that are likely to be changed while reuse plans are made; buy and use space in historic or architecturally important buildings when that is feasible and sensible; and encourage governments, transit authorities, carriers, charities, and others to plan conversions and civic or cultural reuse. This does not stop a terminal from getting help from other programs. Before buying space in a historic building, the Secretary must talk with the Advisory Council on Historic Preservation and the Chairman of the National Endowment for the Arts.
