Owners and operators of gas or hazardous liquid pipelines must run an ongoing public education program. It must teach people about using a one-call notification system before digging, the dangers of accidental pipeline releases, signs a leak might have happened, what to do to stay safe, and how to report a release. Not later than 12 months after the date of enactment of the Pipeline Safety Improvement Act of 2002, each owner or operator must review and update its program as needed. The finished program must include outreach to affected towns, school districts, businesses, and residents about pipeline locations and be sent to the Secretary (or the State agency for intrastate operators) for review. The Secretary may set standards for these programs and make materials to use in them.
