Pipeline operators (not distribution or gathering lines) must, not later than 6 months after the date of enactment, give the Secretary of Transportation geospatial data (or data that can be turned into geospatial data), the name and address of the person with primary operational control who will be listed as the operator, a public contact method, and any other geospatial or technical data (like design or material specs) the Secretary reasonably asks for. Operators must update this information when their facilities change or when the Secretary requires it. The Secretary may help state and local officials adapt mapping data for emergency response software. The Secretary must keep, as part of the National Pipeline Mapping System, a map of designated high-consequence areas (see section 60109(a)) without proprietary or sensitive security information and update it every two years. Not later than 1 year after the date of enactment, the Secretary must start a program to tell and train state and local emergency responders and others about the mapping system and how to use it to find pipelines. The Secretary may not disclose the collected information except as allowed by section 552 of title 5.
