The Secretary of Transportation must make pipeline owners and operators check their records within 6 months. The checks must cover interstate and intrastate gas transmission lines in class 3 and class 4 locations and in class 1 and class 2 high-consequence areas. The goal is to make sure the records match how the pipes are built and operated and to confirm each pipe’s maximum allowable operating pressure. Within 18 months, owners must send the Secretary any documents for pipe segments where records do not confirm that maximum pressure. If a pipeline’s pressure goes above the allowed build-up for pressure-control devices, the owner must tell the Secretary and State authorities within 5 days. The Secretary must require quick reconfirmation of pressure limits and set temporary safety steps. The Secretary must also issue rules, within 18 months, for testing untested high-consequence-area pipelines that run above 30% of minimum yield strength, including pressure tests and other effective methods.
