The Director must create and keep a national transportation database after consulting the Under Secretary for Transportation Policy, the Assistant Secretaries, and the heads of the Department’s operating administrations. The database must work for analyses by the Federal Government, the States, and metropolitan planning organizations. It must include: goods movement volumes and patterns (local, interregional, international) by all modes and intermodal mixes; people movement volumes and patterns (including bikes and walking); where facilities and services are and how they connect; and national totals of spending and capital stock by mode and intermodal combination.
