Only a bill of lading that says the goods must be delivered "to the order" of a consignee and that does not also say it is not negotiable can be treated as negotiable. Naming someone to be told when the goods arrive does not change that or give that person rights. If a bill just directs delivery to a consignee, it is nonnegotiable; signing it does not make it transferable or give extra rights. Carriers must mark nonnegotiable bills "nonnegotiable" or "not negotiable" unless the paper is just an informal note.
