Title 50 › Chapter 56— EXPORT ADMINISTRATION › § 1212
The President must send the congressional committees named in section 1215 a report within 60 days after November 18, 1997. The report must list every export since January 25, 1996 of digital computers with more than 2,000 MTOPS (millions of theoretical operations per second). For each export, the report must say if a license was sought and issued, the transfer date, the U.S. maker and exporter, the MTOPS level, and the recipient country and end user. For exports to certain countries, the report must also give the intended end use and say whether the end user is military or linked to nuclear, chemical, biological weapons, or missile work. That part may be submitted as classified information. The listed countries are those in 15 C.F.R. 740.7(d) as “Computer Tier 3” eligible on June 10, 1997, and those in 15 C.F.R. 740.7(e) as of June 10, 1997.
