Title 50 › Chapter 33— WAR POWERS RESOLUTION › § 1545
If a joint resolution or bill is put forward under section 1544(b) at least 30 calendar days before the end of the 60-day period, it must go to the House Foreign Affairs Committee or the Senate Foreign Relations Committee. That committee must report one such resolution or bill with recommendations no later than 24 calendar days before the end of the 60-day period, unless that chamber votes otherwise by roll-call. Once reported, the measure becomes that House’s pending business (in the Senate debate time is split equally between supporters and opponents) and must be voted on within 3 calendar days unless the House votes otherwise. If one House passes it, the other House’s committee must report it no later than 14 calendar days before the end of the 60-day period and that House must vote within 3 calendar days after the report. If the two Houses disagree, conferees must be picked quickly and must file a conference report no later than 4 calendar days before the end of the 60-day period. If conferees cannot agree within 48 hours, they must return to their Houses in disagreement. Both Houses must act on the conference report by the end of the 60-day period, despite any rules about printing or delays.
