Title 50 › Chapter 33— WAR POWERS RESOLUTION › § 1546
Concurrent resolutions introduced under section 1544(c) must go to the House Committee on Foreign Affairs or the Senate Committee on Foreign Relations. Each committee must report one such resolution with recommendations within fifteen calendar days, unless the House votes otherwise by a recorded vote. After a committee reports it, the resolution becomes the chamber’s current business and must be voted on within three calendar days; in the Senate, debate time is split equally between supporters and opponents. If one House passes the resolution, it is sent to the other chamber’s committee and follows the same 15-day report and 3-day vote rules. If the two Houses disagree, conferees must be named quickly. The conference committee must file its report within six calendar days after the matter is sent to them, and both Houses must act on that report within six calendar days of filing. If conferees cannot agree within 48 hours, they must report back in disagreement.
