The Secretary must, after talking with the Departments of Energy and Defense, NSF, NASA, NIH, and other agencies as needed, send Congress a report no later than 2 years after October 2, 2013. The report must help federal users get ready for Phase D. The report must assess current and future use of crude and refined helium; lay out a 20-year federal plan to secure helium access; pick a date before September 30, 2021 to start Phase D that minimizes supply problems for federal users; review how higher refined-helium prices would affect users and how to reduce those effects; and describe how uses should be prioritized if helium supplies shrink.
