Title 50 › Chapter 35— INTERNATIONAL EMERGENCY ECONOMIC POWERS › § 1703
The President must consult with Congress whenever possible before using the powers in this law and must keep consulting while those powers are in use. When the President uses these powers, he must immediately send Congress a report explaining five things: the facts that led to the action; why those facts are an unusual and extraordinary threat coming largely from outside the United States to national security, foreign policy, or the economy; which powers and steps will be used and why; and which foreign countries will be affected and why. At least once every six months after that first report, the President must update Congress about actions taken and any changes to the information in the original report. These rules are in addition to the requirements in Title IV of the National Emergencies Act (50 U.S.C. 1641).
