Title 50 › Chapter 1— COUNCIL OF NATIONAL DEFENSE › § 2
Council of National Defense must nominate up to seven people, and the President must appoint them to serve on an advisory commission. Members should have special knowledge of an industry, a utility, or natural resource development (or other qualifications the council approves); they are unpaid but reimbursed for actual travel and living costs for meetings and investigations, and the council calls or sets the commission’s meetings.
