The Director can pick Agency employees to join the system. Only employees who have at least 5 years of qualifying service can be chosen. Qualifying service means either work that supports intelligence activities abroad that is dangerous to life or health, or work so specialized for security reasons that it is clearly different from normal government jobs. Employees who agree to be chosen stay participants for their whole Agency employment. That choice is final except as allowed by section 2151(d), and it does not need the Director’s review or approval.
