Title 50 › Chapter 13— INSURRECTION › § 205
The President can declare a whole state or part of a state to be in insurrection. This can happen after the President calls up the militia to stop an uprising and the rebels do not disperse when told, if the rebels claim to act for a state and that state’s leaders do not deny or stop them, or whenever the President finds people in a state are in revolt. After that declaration, trade and business between that area and the rest of the United States must stop and is illegal while the fighting continues. Any goods or merchandise moving to or from that area, and the boat or vehicle carrying them or people, will be taken by the United States.
